Posting Details The Long-Term Care Ombudsman Program is a federally and state mandated resident-directed advocacy program designed to protect the civil and resident rights of vulnerable adults living in long-term care facilities.
Interviews are anticipated to be conducted within two weeks of closing date.
Why does the job exist? This is the highest-level classified position of the State Long-Term Care Ombudsman Program. Under administrative guidance of the State Ombudsman, provides practical consultation and direction over the Ombudsman Supervisors overseeing the Regional Coordinators and administers or leads program and project development efforts for the division, as needed.
How does it get done? Manage and provide direct oversight of the long-term care services and support systems.
Responsible for planning staff updates and training with regional coordinators, problem facilities, and coordinating volunteer recruitment. Provide mediation for regional staff, facilities and residents as
assigned by the State Ombudsman.
Prioritize cases needing immediate support from the state ombudsman.
Attend executive level meetings, legislative meetings on behalf of the State Ombudsman Program in order to provide and gather information affecting the program.
Generate both state and federal reports needed on behalf of the State Ombudsman Program. Will provide reports to the Legislative Finance Committee and Federal Partners and the Office of the Secretary.
Who are the customers? People living in long-term care facilities such as nursing facilities and assisted living facilities.
Ideal Candidate The ideal candidate must be professional, courteous, civil, respectful and must provide open, honest and thorough communication, including verbal and written communication. The following experience is preferred:
Knowledge in the Older American's Act and all relevant state and federal laws regarding Resident Rights and Long-Term Care Ombudsman Rules. Additional knowledge in public health/health and human services (i.e., Medicaid, Medicare and Social Security, the industry and resources that support this arena, is an added benefit.
Experience in approaching work with clients in Long-Term Care and Home and Community Based Services settings through a person-centered approach.
Experience in supervising and providing direction and oversight to multiple supervisors and multiple programs.
Experience in strategic planning and project management requiring collaboration and coordination with multiple stakeholder groups, both internal and external and preparation of formal written reports for consumption by executive leadership and the general public.
Experience in serving as an agency representative before formal bodies such as Executive/Advisory Councils, Public Hearings, Forums, Committees or work groups to coordinate agency activities and functions that foster collaboration and partnerships with community organizations, medical institutions, other state agencies, and county and local agencies.
Minimum Qualification Bachelor's degree in social work, criminal justice, psychology, or related social science field as it pertains to the essential duties and responsibilities of the classification, plus six (6) years of related experience, of which two (2) years must have been in supervisory or management capacity. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.
Employment Requirements Must possess and maintain a valid driver's license.
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.
Pre-employment state and federal criminal background investigation is required and is conditional pending results.
Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and extensive phone usage. Some sitting, standing, bending and reaching may be required. Face to face meetings with persons in long-term care facilities is required. Statewide travel required.
